2Add cornstarch and flour to plastic bag. Mix/shake well.
3Heat oil in a nonstick pot/skillet on medium high for 5 minutes.
4Add shrimp and cook for 3-4 minutes until golden brown.
5In a skillet over high heat, add the 2 tablespoons reserved oil and heat until smoking hot. Add jalapenos. Cook, stirring regularly, for about 10 seconds. Add deep-fried shrimps and toss for about 30-40 seconds. Add onions and bell peppers. Serve hot.
